Modification of certain measures required during the State of National Emergency due to Covid-19

Through Supreme Decree No. 030-2022-PCM, the Peruvian government has formalized a new extension of the State of National Emergency until April 30 of the current year and added measures within the scope of Supreme Decree No. 016-2022-PCM, due to the circumstances that affect the life and health of people as a consequence of COVID-19.

In this regard, it should be noted that most of the new provisions are linked to the requirements for people who are 18 or older and who, in many scenarios, must prove that they have received the 3 vaccine doses against COVID-19, as long as they are able to receive them.

Some of the new measures are explained below:

ISSUE MEASURES
Requirements To Enter Peru

Travelers aged 12 or older (resident or non-residents) must prove that they have received 2 doses.

Special measure added:

Peruvian residents aged 18 or older can provide any of the following 2 options:

  • Proof of having received the 3 doses.
  • Negative PCR test taken within 48 hours prior to boarding at the place of origin.
Requirements For Domestic Flights

Travelers aged 12 or older (resident or non-residents) will be able to board only if they prove they have received 2 doses.

Special measure added:

Peruvian residents aged 18 or older can provide any of the following 2 options:

  • Proof of having received the 3 doses.
  • Negative PCR test taken within 48 hours prior to boarding.
Use Of Intercity Transportation Services

Travelers aged 12 or older (resident or non-residents) will be able to board only if they prove they have received 2 doses.

Special measure added:

Peruvian residents aged 18 or older can provide any of the following 2 options:

  • Proof of having received the 3 doses.
  • Negative PCR test taken within 48 hours prior to boarding.

NOTE: Urban and intercity transportation service providers must meet at all times the guidelines set out by the Ministry of Transportation and Communications (MTC).

PHYSICAL OR DIGITAL PROOF OF COVID-19 VACCINATION

To enter any of the spaces listed below, individuals aged 18 or older must mandatorily show a physical or digital vaccination card, which will confirm they have received the 3 doses against COVID-19.

  • Department stores
  • General stores
  • Conglomerates
  • Essential supplies stores
  • Supermarkets
  • Markets
  • Restaurants and similar businesses located indoors
  • Casinos
  • Slots
  • Cinemas
  • Theaters
  • Banks
  • Financial institutions
  • Churches
  • Temples
  • Places of worship
  • Libraries
  • Museums
  • Cultural centers
  • Art galleries
  • Clubs
  • Sport association facilities
  • Beauty salons
  • Barber shops
  • Spas
  • Turkish baths
  • Saunas
  • Thermal baths
  • Gyms
  • Notaries
  • Customer service offices
  • Helpdesks of Public and Private Entities
  • Associations of professionals

NOTE: 

  • Permanent use of face masks is mandatory, where applicable. At restaurants or similar businesses, masks can only be removed for eating and drinking.
  • Proof of vaccination will be verified together with another official identity document.

IN-PERSON WORK 

Employees must prove having received the 3 doses against COVID-19, whether in Peru or abroad.

Within the framework of the private sector, what happens if an employee does not prove having received the 3 doses?

Said employee will be required to work remotely unless such modality is not compatible with their duties. In such case, their employment contract will be deemed to be suspended without pay, unless the parties agree on a paid interruption of the employment relationship. 

NOTE: Employers will be required to verify the compliance with this measure

ACCESS TO BEACHES, POOLS, ETC. It will be necessary to provide proof of full COVID-19 vaccination. Individuals over the age of 40 must also provide proof of having received a booster dose, if available under current protocols. 
ENTRY REQUIREMENTS FOR COLISEUMS AND SPORTS STADIUMS Individuals aged 18 or older must provide proof of full COVID-19 vaccination and a booster dose.
