In an environment characterized by uncertainty and constant exposure to risks, such as earthquakes, fires, floods, and other emergencies, companies face the challenge of ensuring not only the continuity of their operations, but also the protection of the life and health of their employees. In this context, emergency management has become an essential component of the Occupational Safety and Health Management System (OSHMS).
Far from being merely a formal requirement, the implementation of a Contingency Plan is a strategic tool that enables companies to anticipate critical scenarios and respond in an organized, timely, and effective manner to situations that could result in significant human, operational, and reputational impacts.
A Contingency Plan comprises a set of procedures, resources, and actions designed to prevent, control, and mitigate the effects of a potential emergency. Effective management requires identifying operational hazards, assessing associated risks, and establishing clear measures for evacuation, internal communication, emergency response, and business recovery activities. This approach helps minimize improvised actions and strengthens the company’s emergency response capability.
From a regulatory standpoint, emergency management forms part of the employer’s Occupational Safety and Health obligations. Pursuant to Law No. 29783, the Occupational Safety and Health Law, employers are required to provide safe working conditions, which includes the implementation of preventive measures to address risks that may affect the life and health of employees. Moreover, Supreme Decree No. 005-2012-TR, which approves the regulations of the referred law, establishes the need to integrate emergency planning and response into the OSHMS while promoting a culture of prevention at the workplace.
Within this framework, internal emergency drills and preparedness exercises are key tools to validate the effectiveness of contingency plans. These activities help assess personnel readiness, verify the functionality of established procedures, and identify opportunities for improvement in emergency response systems. Experience shows that plans only create value when they are known, practiced, and understood throughout the organization.
In that sense, it is essential for companies to periodically review their contingency plans, ensure ongoing employee training, validate evacuation routes, and strengthen their emergency response brigades. Preventive management should remain dynamic and adapt to operational, technological, and environmental changes.
