OHSMS: Updating as the Core of Preventive Management


In modern business management, compliance with Occupational Safety and Health obligations is not only a regulatory requirement, but also a fundamental pillar for business sustainability and for protecting the organization’s most valuable asset: its people.

Updating the Occupational Safety and Health Management System (OSHMS) is sometimes perceived as a documentary task or a periodical review of internal policies; however, this perspective is limited. Updating the system involves assessing preventive management in a comprehensive manner, identifying gaps in relation to current regulations, and ensuring that implemented controls effectively address the organization’s actual risks.

In accordance with OSH regulations, employers are required to implement, maintain, and permanently update their OSHMS, taking into consideration regulatory changes, variations in production processes, the incorporation of new activities, modifications to job positions, or the occurrence of workplace incidents and accidents. Therefore, updating is not an isolated action, but an ongoing process.

Within this context, senior management plays a decisive role. Employers and their representatives are responsible for ensuring the allocation of resources, the definition of responsibilities, and visible leadership that allows the OSHMS to be integrated into the company’s overall management. Failure to opportunely update the system may lead not only to inefficiencies in risk prevention, but also to administrative, civil, and even criminal liability.

Moreover, updating the OSHMS must include a review of the Occupational Safety and Health policy, the Hazard Identification and Risk Assessment (HIRARC) Matrix, training programs, the surveillance of employees’ health, and participation and consultation mechanisms. Each of these elements must reflect the organization’s operational reality and be properly documented and disseminated.

A relevant aspect is the participation of the OSH Committee or the OSH Supervisor, where applicable. Their involvement in the updating process is essential to validate information, propose improvements, and reinforce the culture of prevention. Omitting their involvement may be flagged by labor inspection authorities as non-compliance with the system’s principles.

Although applicable regulations set out penalties in cases of non-compliance with OSH obligations, updating the OSHMS should not be approached solely from a punitive perspective. Effective preventive management helps reduce occupational accidents and illnesses, improve the work environment, and strengthen corporate reputation among clients, suppliers, and regulatory entities.

Consequently, companies are advised to periodically review their OSHMS with a comprehensive legal and technical approach that allows companies not only to ensure compliance with current regulations, but also to anticipate contingencies and achieve efficient risk management.
